Additional Information on Space Law and Regulations

Liability

• Since there are 4 possibilities for establishing a launching state. In a scenario of all four are different countries and none wants to take the liability, how will the launching state be determined?
• in the case victim can choose the launching state, Can it be joint or several liability?
• If country A launches from country B launch pad, who would be responsible for damages caused by the satellite?
• Is there the possibility of a country that does not have national space law still be considered liable for activities of their citizens?
• Are there some activities of establishing commissions to investigate damages and make decisions?
• How to get compensation if there is an accident between a government spacecraft and a privately owned spacecraft?
• Does the notifying administration for the ITU filling could also be liable issues related to the satellite?
• What happens in a satellite struck my car? Who do I claim?

Miscelaneous

• Does UNOOSA provide some legal support for international contract drafting with new States which have not yet a Space policy plan, to safeguard foreign private companies starting working in such States and engaged in drafting such plans?
• Concerning non-GSO satellite systems and the ITU RR Edition 2020, could you please also refer to Resolution 35 (Final Acts WRC 19) and its Annexes and how is this document important to the deployment of satellite systems in LEO?
• it is usually debated whether the system of ITU for GEO is based on first come first serve, is this correct?, would you please elaborate a bit on this?
• Does registration of space object includes identification of debris objects?
• If in the process of leaving the orbit a object damages a working object who and how will settle and investigate and establish the degree of damage and responsibility?
• Assuming a small satellite launched by a country with no technology for debris removal, is it possible to get international cooperation for bringing the satellite down to the atmosphere?
• When will it finally be obligatory for all space objects to have a compulsory system of safe removal from orbit in their design, so that without this the object will not be allowed into space? At what level is the approval of international rules for all regarding space debris fighting now?
• How to promote sustainable development including space debris reduction or even the obligation to plan the removal?
