Virtual Briefing for States members of the Committee: Monday, 3 August 2020, 11:00-12:30

Further to the Note Verbale with ref: OOSA/2020/16 - CU/2020/255 of 16 July 2020, transmitting proposal on way forward on meeting of the Working Group on the "Space2030" Agenda, fifty-ninth session of the Legal Subcommittee and sixty-third session of the Committee on the Peaceful Uses of Outer Space, the United Nations Office for Outer Space Affairs informs that the view was received from a delegation that the 59th session of the Legal Subcommittee and the 63rd session of the Committee should currently be postponed and reconvened in its regular format and with full agenda, previously adopted by the Committee, when the COVID-19 pandemics relaxation allows the secretariat to do so. The delegation expressing that view stood ready to continue consultations upon this matter with UNOOSA as well as with all interested partners.

In the absence of consensus on a proposal to allow the Committee and its Subcommittee to continue its work, UNOOSA, in its capacity as secretariat of the Committee on the Peaceful Uses of Outer Space and its Subcommittees and upon the request by the Chair of the Committee, is organizing an informal virtual consultation with States members of the Committee on Monday, 3 August 2020, 11:00-12:30 (Vienna time). Permanent Missions may wish to forward this invitation to their Capitals. As suggested by the Chair of the Committee, the meeting will examine the current situation and the conditions that need to be met to allow the Committee and its Subcommittees to continue to function. In that regard, delegations are also invited to share their proposals to that effect.

Participants joining the meeting will be required to enter their names. Please use the following format: "    [Country], [First Name] [Last Name]" then click Join Meeting. It is important that participants include this information, particularly the name of the Country, in order to be granted access. Participants are kindly asked to join a few minutes before the meeting starts, to reduce the waiting time in the virtual lobby.

Delegations that are not familiar with the use of MS Teams Platform are invited to consult the     Guide on joining Microsoft Teams Meeting [Link for Downloading] and to join during the testing period starting at 10:30 a.m. on the same day. The testing session can be accessed via the same link as the Briefing.

Further to the Information Circular Ref. OOSA/2020/11 - CU 2020/150 dated 30 April 2020 on  Cancellation of the regular holding of the sixty-third session of the Committee on the Peaceful Uses of Outer Space and proposed alternative arrangements, the United Nations Office for Outer Space Affairs, in its capacity as Secretariat of the Committee on the Peaceful Uses of Outer Space and its Subcommittees, has the pleasure to invite States members of the Committee to a virtual informal briefing that will take place on Wednesday, 3 June 2020, 11:00-12:00. Permanent Missions may wish to forward this invitation to their Capitals.

Postponement of the 17 - 26 June 2020 scheduled session of the Committee on the Peaceful Uses of Outer Space

This is to inform that, after careful consideration and consultations, the United Nations Office for Outer Space Affairs, in its capacity as Secretariat of the Committee on the Peaceful Uses of Outer Space and its Subcommittees, has decided to postpone the 63rd session of the Committee.

The Committee was scheduled to hold its 63rd session in Vienna from 17 to 26 June 2020. This session is postponed and will not be held as scheduled.

The Secretariat is assessing different alternatives with UNOV Conference Management Services (CMS), including the possible holding of the 63rd session of the Committee in the second half of August 2020.

In this context, and in conjunction with the holding of the session under consideration, the Secretariat is also looking into the holding of the 1-day meeting of the 59th session of the Legal Subcommittee, constituting an extraordinary measure only to consider administrative matters of the Subcommittee. See previous communication OOSA/2020/9 - CU/2020/104 of 11 March 2020.

The Secretariat highly regrets this situation. Information on the developments of COVID-19, as well as the well-being of members of delegations and of staff members, were taken into due consideration. It was the only responsible action in an emergency situation where we do not know the COVID-19 status in the coming period.

The UNOOSA COVID-19 Outbreak Coordinator monitors the situation continuously, including relevant situation reports and recommendations of the Organization and of the Host Country.
