From 15 to 17 January 2025, UNOOSA, with the support from the Government of Japan, delivered the Space Law Technical Advisory Mission targeted and tailored for the governmental authorities of Thailand. The three-day in-person legal advisory mission featured various central aspects of importance of international and regional cooperation, fundamental principles of international space law, and mechanisms for developing national regulatory and policy frameworks. The mission focused on the importance of drafting a national space law and assisted Thailand with identifying gaps in the draft national space legislation, delving specifically into the key elements, from scope of application, authorization and supervision, transfer of ownership, liability, insurance and more. The Space Law Technical Advisory Mission, which aimed at having a dialogue of governmental entities was attended by more than 90 experts from the Ministry of Higher Education Science, Research and Innovation; Ministry of Foreign Affairs; the Committee on Information Technology, Telecommunication; National Communication Economic and Social Development Council; Civil Aviation Authority; Royal Thai Air Force; GISTDA; National Science and Technology Development Agency; Office of the National Board of Digital Economy and Society; Office of the National Economic and Social Development Council; Office of National Broadcasting and Telecommunications Commission; Office of the National Land Policy Board; Office of the Public Sector Development Commission; Office of the Search and Rescue Commission; the Office of Industrial Economics; National Astronomical Research Institute of Thailand; Department of Disaster Prevention and Mitigation; Council of Scientific and Technological Associations of Thailand; Thailand Science Research and Innovation; Thailand Board of Investment; Defense Technology Institute; National Institute of Development Administration; National Telecom Public Company Limited; as well as representatives of other organizations and institutions, including the private space sector and academia. Governmental, industry and academia experts from Australia, Germany, India, Japan, Kenya, Liechtenstein, and the United Kingdom, shared their knowledge, expertise and country specific case-studies and diverse approaches.
